How to make an aquarium heater less affective?

I have an aquarium heater that is meant for a 125 + gallon tank and when i turn it down to the lowest setting and put it in my 40 gallon turtle tank the water is at 84 f. I’d like to get the water closer to 80. I have rapid water flow already which is helping a little bit. Is there anyway i could like wrap cotton around the heater or something or idk. ANY SUGGESTION WOULD BE WONDERFUL! THANKS! =)

    An air pump breaks up oxygen into the water, meaning more cold can get into it.

    Just get a 40 gallon or so air pump, a air bubbler stone, just hook them up and it will start breaking the heat down.

    The heater should stop heating when the water gets to the right temperature, you have a bunk heater. Or you dont have it fully submerged so it is measuring the temperature of the air too and thinks its too cold and is going to shortly crack/explode/kill everything within a 10 block radius.
