1.are they only for salt water tanks

Ive asked a simlar qu. before on here, it depends, if you have live plants in then you will need a special bulb availble from good pet stores, this bulb helps the plants 100X better than a blue light would, if your aqurium has a 2 bulb holder like mine, you could get blue at the front, then a special bulb at the back for the plants.
Fish dont really get that much from a light, its just so the owner can see in the aquarium. If you dont have any plants then you dont need to worry go ahead and get blue allover.
bere in mind that bulbs help to heat the water aswell so you might have to turn the temp up a little if you do go for the blue light effect, becuase this might not give of as much light.

Yes, blue lights are best suited for saltwater tanks which can benefit the corals. This blue light is commonly called actinic light by saltwater hobbyists.

They are not beneficial to fish, at least none that I know of. You can use it for your viewing pleasure if you want a blue cast in the water of your freshwater tank.
