Well, 30 gallons is the recommended minimum size for 1-3 small saltwater fish depending on species. You need a filter of course, and a protein skimmer is recommended but not necessary to start with. A heater. A test kit for water parameters. And you’ll need to learn the nitrogen cycle.
After you pick out which fish you may eventually want to have I suggest you start with an appropriate live rock to match the conditions the fish species comes from. You’ll need about a pound of live rock per gallon of water. You can just ask the store you are buying the live rock from what salt mixture they have in their tanks and at which level to set up the tank before you even bring the live rock home. If you can manage to keep the live rock from dying off after a few months you can start in on some corals and anemonies. These are going to take you a long time to learn to keep alive. I’d say if you can manage to keep a tank alive with just some inverts and corals and liverock, you could probably move on to fish within a year.
Or you could just buy an established tank from somebody who is selling.
